The successful candidate will serve as a member of the Center for Biostatistics and Modeling and will provide consulting services to agency staff regarding all aspects of the data life cycle. FWC maintains a wealth of fish and wildlife research and management data. The candidate will work with agency staff to ensure the quality, viability, integrity, longevity, and accessibility of this data. Duties include providing agency staff with general recommendations for data collection and data storage; assisting with software tool selection in line with approved agency tools and platforms; developing data standards and rigorous QA\/QC protocols; designing and constructing relational databases and associated software applications; integrating data with existing agency data resources; developing automated data summary and data distribution tools; preparing data for analysis; providing over-the-shoulder assistance to staff so they are able to efficiently use and maintain software tools as they are developed; and providing assistance with metadata development and process documentation including data dictionaries, disclaimers, data citations, and data management\/data access workflow guides. The successful candidate will have opportunities to work on a wide variety of conservation-related projects in a unique and rewarding collaborative working environment. The salary is $50,000 annually (there is no state income tax in Florida) and includes full health benefits. To apply please submit a cover letter describing your qualifications and interest in the position, along with a CV, through the Florida State PeopleFirst system by November 19th, 2018.<\/p>\n<p>Minimum Qualifications:<\/p>\n<p>At least a Master\u2019s degree from an accredited college or university with major course of study in data science, statistics, natural sciences, or a related field. Must have demonstrable proficiency in data science. Five or more years of professional database management experience is preferred. Preference may be given to applicants who have experience with fish and wildlife data collection and analysis, relational database management in SQL server, application development, natural resource data management, and\/or a doctorate from an accredited college or university in statistics, data science, or one of the natural sciences.<\/p>\n<p>Knowledge, skills, and abilities:<\/p>\n<p>Must have excellent written and oral communication skills<br \/>\nMust be able to understand and appreciate research problems from the perspective of a biologist or resource manager<br \/>\nMust be able to identify and define technical needs, and assist with project prioritization to ensure priority project needs are met in a timely fashion<br \/>\nMust be able to produce database &amp; application user manuals in a manner that is easily shared with and understood by biologists<br \/>\nMust be proficient with Excel, Access, SQL<br \/>\nMust have applied database and application development experience<br \/>\nMust be familiar with database and interface design principals, data standardization methodologies, relational database structures, and normalizing &amp; optimization techniques<br \/>\nExperience with fish and wildlife data collection and analysis techniques preferred<br \/>\nFamiliarity or working knowledge of software development processes and methodologies including Agile and SCRUM is preferred<br \/>\nFamiliarity with the Microsoft Technology Stack: Visual Studio, Team Foundations Server, C#, .Net, SQL Server 2014 preferred<br \/>\nFamiliarity or working knowledge of statistical, programming, and\/or GIS software is preferred, including but not limited to SAS, R, Python, JSON, ArcGIS Online, ArcPro, ArcMap, and Google Maps\/Earth<br \/>\nFamiliarity with low code tools for mobile application development, including but not limited to Survey123, Collector, Fulcrum<br \/>\nMust be able to multi-task and work independently to plan, organize, and coordinate work assignments<br \/>\nMust be able to establish and maintain effective working relationships with research staff, including personnel stationed at field offices throughout the state of Florida<\/p>\n<p>WHAT IS OPS EMPLOYMENT? Other Personal Services (OPS) temporary employer\/employee relationship used solely for accomplishing short term or intermittent tasks.
